| The role of the Borough Administration is to oversee the day-to-day
operations of all the Municipal departments and Governing Body. The administrator
also acts as the Boroughs liaison with Federal, State and County agencies
on various matters. |

| The Borough Administrator shall be the chief administrative officer of
the Borough, and he shall be responsible to the Mayor and Council as a whole
for the proper and efficient administration of the business affairs of the
Borough. His duties and responsibilities shall relate to the general management
of all Borough business, excepting therefrom those duties and responsibilities
conferred upon other Borough officials by State statute, other applicable
laws, rules and regulations promulgated by the State and County agencies,
decisional law or ordinance of the Borough. |

Administrator Duties: The Borough Administrator acts
as liaison between the governing body and the departments, boards and officials
of the borough government and other boards and bodies carrying out municipal
functions. |

Development of the Budget: The Borough of Roseland
operates on a calendar year from January 1st to December 31st. Each year
all municipal departments submit estimates of their anticipated needs to
the Borough Administrator. Working from these estimates the Administration,
which includes the Administrator, the Mayor, Council and Chief Financial
Officer, prepares a budget by February 10th. |

Proposed Budget: Each year, the Proposed budget of
revenues and expenditure is reviewed, modified and finally adopted by the
Borough Council. The proposed budget is then published in local papers and
public hearings are held. |

|
|
Municipal Cap Law: State law prohibits municipalities
from increasing their final appropriations by more than 3.5% over the previous
year with certain exceptions, such as, the municipal debt service, library,
capital improvements and the reserve for uncollected taxes. |

|
|
|
Copy of Budget: Call Borough Hall for a copy of the
Municipal Budget of the Borough of Roseland County of Essex. A copy of the
complete budget is available in the office of the Borough at Clerk the Municipal
Building, during the hours of 8:30am to 4:30pm. |

There are three sections of the government:
-
Mayor and Administration - responsible for the day to day operations of the
Borough.
-
Council - responsible for creating resolutions and ordinances.
-
Board of Education - responsible for the administration of education.
Your tax bill is actually split into four sections: 1) Local Board of Education,
2) Regional Board of Education, 3) Essex County and 4) Borough Administration.
None of the above sections has any control over the other and the funds are
not shared or co-mingled or transferred back and forth in any way. |
