Roseland is governed under the Borough form of New Jersey municipal government. A Mayor is elected directly by the voters to a four-year term of office. The Mayor in a Borough form of Government has no voting power unless the Councilmembers are tied.

Quick Facts: Council members receive committee assignments by the mayor annually and serve as liaisons during the year between Borough departments and committees and the governing body. Meetings of the Mayor and Council are held on a regular basis for conducting Borough business.

Mayor's Message:

The Progress Continues | 2009 was a very challenging year for the Borough of Roseland. We were faced with a major budgetary concern, which required our Borough Council to make very difficult decisions. This Council began 2009 with a budget that was approximately $ 2.5 million short on the revenue side. Once again, we were all unified in doing what was right for Roseland. We all left the politics aside to continue the progress that we started three years ago.

Major Changes – Minimum Tax Impact | Major changes needed to take place in order to balance the budget for 2009. It has been said,“ Those who expect moments of change to be comfortable and free of conflict have not learned their history.” Our Council went to work early in 2009 to tackle the problem and to make the necessary changes in order to balance our budget. We made cuts in spending and unfortunately had to downsize our work force. I along with Councilwoman Christiana, Councilman Jacobs, Councilman John Duthie, our Borough Administrator Tom Kaczynski, our Chief Financial Officer Maureen Chumakas, our Borough Attorney Paul Jemas, our Auditor Fran McInerney, CPA, and the Police Chief, Richard McDonough met with both the State Assembly and State Senate to request guidance and assistance with our budget. We put a request into the State for extraordinary aid and were successful in receiving $ 1 million, and I am thankful to Senate President Richard Codey for his efforts in helping us obtain this funding. We also met with the Local Finance Board in connection with the Council’s application to the State to waive the 4% cap on real property tax increases. After conferring with a representative of the Division of Local Governmental Services, the Local Finance Board directed the town to cancel 1 million dollars from our reserve for tax appeals and shift it to our general fund to reduce the tax burden on our taxpayers. As a result of such authorization, the town did not need a tax cap waiver and resulted in a minimal tax adjustment.

A fresh new start… | In 2007, my tenure as Mayor began with changes in how business was done in the Borough of Roseland. Alfred Edward Perlman stated in the New York Times in July 1958, “After you’ve done a thing the same way for two years, look it over carefully. After five years, look at it with suspicion. And after ten years, throw it away and start allover.” The 2007 Council started over by looking at every department from top to bottom and sharpened their pencils to cut the budget. In 2006, the year before my administration began; Roseland’s budget was $ 13,469,269. At the end of 2009, Roseland expended $ 11,961,155. We saved the Borough over $ 1.5 million in three years. We as residents continue to benefit from the extraordinary services that we deserve even with these cuts. Continuing to tackle the challenges… | Our budget issues did not come because of overspending by recent administrations, but occurred due to a reduction in revenues. This Council is hard at work to tackle the issues that Roseland faces in 2010. As we have done in the past three years, we will continue to tackle the challenges that we face from the budget, litigations, and the revaluation we just completed. Dwight D. Eisenhower said, “Neither a wise man nor a brave man lies down on the tracks of history to wait for the train of the future to run over him.” We have changed how we do business as a Council, and again I would like to thank the Council for these positive changes and I thank our residents for their trust and confidence in us to represent them. We continue to face great challenges in 2010 and I hope that our new Council will continue the progress we made the past three years with the professionals we surrounded ourselves with that helped us get to where we are at this point. It is an honor and privilege to serve as your Mayor with this Council and I wish you all a healthy and happy new year!
